In July 1994, the federal government released its airport policy, whereby it withdrew from its role in the ownership, management or operation of the nation’s airports. As the responsibility for regional and local airports had to be transferred to the community, a process was begun in 1995 to arrange for the takeover of the Mont-Joli Airport. In 2005, after many discussions and with the support of the Quebec Government, the regional community officially took over and assumed the management duties of the Mont-Joli Airport by establishing the Régie intermunicipale de l’aéroport régional de Mont-Joli (Mont-Joli Regional Airport Intermunicipal Management Board).


The first mandate taken on by the Régie intermunicipale de l’aéroport régional de Mont-Joli was to hire the employees of Transport Canada who were already in place, for a two-year period. The Régie subsequently developed its own human resources policy and employment contracts with all its employees.

Independently of the Board of Directors, which meets monthly, the Régie administers the airport as a municipality, by means of regulations and budgets, in accordance with the Cities and Towns Act and the Municipal Code.

The airport staff is composed of Ms. Carole Duval, General Manager; Ms. Jocelyne Ouellet, Airport Operations Manager; and three operations employees for maintenance and repairs: a mechanic, an electrician and a general workman. The team is assisted by a part-time secretary-receptionist and a seasonal maintenance employee. The Régie contracts with Pétro-T for janitorial and security services.

The Board of Directors of the Régie is composed of the following representatives from the four regional county municipalities (MRC) of the eastern Bas-Saint-Laurent region, namely Matane, Rimouski-Neigette, La Matapédia and La Mitis:

- MRC of La Mitis — Mr. Jean Bélanger, mayor of the City of Mont-Joli, and Mr. Claude Dupont, representative of the MRC of La Mitis;
- MRC of Matane — Ms. Linda Cormier, Mayor of the City of Matane, and Mr. Réginald Desrosiers, Warden of the MRC of Matane;
- MRC of Rimouski-Neigette — Mr. Éric Forest, Mayor of the City of Rimouski, and Mr. Gilbert Pigeon, Warden of the MRC of Rimouski-Neigette;
- MRC of La Matapédia — Mr. Gaétan Ruest, Mayor of the City of Amqui and Mr. Georges Guénard, Warden of the MRC of La Matapédia.
